A Marshall County man is facing a 95 count indictment after an investigation by the state Comptroller determined a series of thefts over several years from a volunteer fire department.

The investigation determined that Fred D. Haley, 65, who had served as the treasurer of the South Marshall Volunteer Fire Department since 1991, had failed to deposit cash from department fundraisers and had written unauthorized checks to himself or his business.

On four such checks, it is alleged that Haley forged the co-signers signature for fraudulent reimbursements or services.

The scope of the Comptroller’s investigation covered the period from November, 2006, through July of 2022 when Haley was removed as treasurer by the South Marshall board.

The Marshall County Grand Jury returned the indictments on January 11, 2023, including 90 counts of theft under $1,000, four counts of forgery, and one count of theft over $10,000.

Haley was arrested the next day and held on a $15,000 bail.

South Marshall VFD was cited in the Comptrollers report for not providing sufficient oversight, failure to separate duties where finance was concerned, and for violating internal controls by co-signing blank checks.
